Reckless drivng in the state of WA?

My brother who on his birthday of turning 17 got a ticket for reckless driving. He was clocked doing 93mph in a 55 zone highway. He came up on two cars, blocking both lanes, he took the shoulder and ped them, which meant going in the dirt cuz the other side was blocked by a cement barrier. Well one of the cars was an unmarked cop. So I looked up the law and such but what could happen him? I mean in my opinion it can't get reduced to careless driving or anything. But if anyone could give information on this it would be great. I've been looking but can't seem to find much. Please if you can help me out on where to look, he hasn't yet talked to his public defender, my dad can't afford a lawyer.
