Is popular appeal any true indicator of quality, or is it only in the domain of experts to determine quality?

In my experience, I have observed that the top quality art or skill, or even article, is not the most popular.... does it mean that popular appeal is an independent quality?..... or is it that a majority of us is incapable of discerning quality beyond a merely acceptable or workable level?
