Late puberty or should i see my doctor?

i entered puberty about 13 and im increasing concerned with my and testicles, am I behind in puberty? I dont seem like an overall full adult anyway when you take away the /testicles issue. I looked at the tanner stages and its like im at 3-4 is this abnormal? should i see a doctor? My has length when flaccid (3.5 in to 4 in) but little girth and my testicles seem small and dont hang that often. I have little arm pit hair but full pubic hair and navel hair, my muscles havent fully developed along with my corona and glans on my . By the way I am talking in a normal state not when erect. What I'm thinking should have happened a long time ago is an increase in girth and testes/ (i know puberty) what the hell is happening!?!? Are my /testicles going to continue to develop?
